It is planned to grant individual entrepreneurs the right to install vending machines and open order pickup points in e-commerce.

In Uzbekistan, a draft law and a draft resolution of the Cabinet of Ministers aimed at improving tax administration will be developed.

The draft will provide for the following issues:

- establishing that the penalty calculated on the part of the tax not paid within the specified period shall not exceed the amount of the unpaid tax;

- granting individual entrepreneurs the right to install vending machines and open order pick-up points in electronic commerce;

- exempting individual entrepreneurs and self-employed persons operating through digital platforms where fiscal receipts are generated from the obligation to use cash register equipment;

- abolishing the requirement related to not inventorying stock balances in real estate objects leased or used free of charge on the basis of unregistered contracts.

The draft law and government resolution must be ready by November 2026.

This task is envisaged in the presidential decree on the implementation of tasks determined during the dialogue with entrepreneurs.

Deputy Prime Minister Jamshid Kuchkarov and others have been designated as responsible for the execution of the task.
