Individual benefits for businesses are limited by law.
In Uzbekistan, it has been established that benefits and preferences for entrepreneurs are granted not on an individual basis, but by industry, sector, or region. Moreover, they must be applied based on open and transparent criteria, on equal terms for all business entities.

**Legal Restrictions on Individual Business Benefits**
Amendments have been made to the Law "On Guarantees of Freedom of Entrepreneurial Activity" aimed at streamlining the system of benefits and preferences.
According to the new Article 30¹, the state undertakes to ensure the full application of all tax, customs, financial, and other benefits and preferences established by law. Unjustified refusal to grant them or the creation of any obstacles to their receipt are strictly prohibited.
The Ministry of Economy and Finance will maintain a special registry of benefits and preferences for entrepreneurs. This registry, hosted on a separate platform, will contain information on the types of benefits, their validity periods, and the application procedure.
An important innovation is that benefits and preferences will now be established not on an individual basis, but for entire industries, sectors, or regions. This will be based on open and transparent criteria, ensuring a level playing field for all entrepreneurs.
The procedure for creating and continually updating the register of benefits and preferences will be determined by the Cabinet of Ministers.
As a reminder, at a meeting with entrepreneurs on August 18, the president announced a number of support measures, including: a reduction in advance payments for electricity and gas from 100 to 15 percent for conscientious payers, a three-year moratorium on small business inspections, a reduction in fines by an average of half, and the introduction of the "silence is consent" principle in government services.
