In Uzbekistan, it will be possible to accumulate pension security service by paying a monthly social tax for an unemployed family member

In Uzbekistan, an opportunity will be created to accumulate work experience for an unemployed family member by paying a monthly social tax.

On September 28, a presidential decree "On additional measures to introduce modern services related to state pension provision" was adopted.

According to the decree, starting from January 1, 2027, individuals with official income will be granted the right to voluntarily pay a monthly social tax in the amount of 12 percent of the minimum wage, which is currently 163,200 soums, so that their unemployed family members can accumulate work experience.

Starting from October 1, 2026, one year of work experience will be automatically calculated when social tax is paid for individuals working on the basis of civil-law contracts. In this case, the citizen will need to pay social tax in the amount specified for self-employed persons.

Starting from January 1, 2027, a procedure will be introduced to take into account the work experience and wages earned during the period of receiving a Group III disability pension when recalculating Group I and II disability pensions.

Also, starting from February 1, 2027, in cooperation with the Tax Committee, a system will be launched that allows for the monthly transfer of funds to the Pension Fund to cover the costs of paying preferential pensions.

By November 1, 2026, the Ministry of Poverty Alleviation and Employment will create an opportunity for employers to generate and maintain data on special work experience periods that give citizens the right to receive pensions on preferential terms in the "Single National Labor System" interdepartmental software and hardware complex.

Additionally, information on the results of workplace certification regarding working conditions and the risk of injury from equipment will also be maintained in this system.

By April 1, 2027, the "Uzarchive" agency will, as an exception, accept free of charge the accounting and other documents of liquidated enterprises and organizations that have not been submitted to archive offices. In particular, payroll books, hiring, and dismissal orders will be accepted.

Starting from November 1, 2026, the Central Bank will introduce a procedure for providing services related to opening bank cards for pensioners through biometric identification — Face ID.

From April 1, 2027, a system will be introduced to finance funds for pensions and other payments into the single accounts of commercial banks and load them onto pensioners' bank cards or pension electronic wallets opened in the mobile applications of commercial banks.

In addition, starting from 2027, survivor's pensions will also be assigned proactively (without application). From 2027, the Pension Fund will not accept paper documents from citizens.
