In Uzbekistan, instructions have been issued to regularize arbitrarily occupied land plots near multi-story buildings

In Uzbekistan, land plots for private kindergartens, schools, and colleges may be put up for auction with a starting price of 1 million soums if entrepreneurs are willing to provide free education to children from needy families.

This was discussed on September 9 at an expanded meeting chaired by President Shavkat Mirziyoyev, dedicated to employment and increasing population incomes.

The experience of the Akaltyn district was cited as a positive example, where an entrepreneur opened a private school for 880 students and provides free education to 110 children from low-income families.

At the same time, one of the conditions for participating in the program is the employment of these children's parents and ensuring regular school attendance. As noted at the meeting, this approach simultaneously provides parents with jobs and children with a quality education.

The situation at a garment enterprise in the Khazarasp district, where about 400 jobs remain vacant, was considered separately. Many women cannot get a job at the enterprise due to the lack of childcare facilities.

The head of the enterprise declared readiness to provide female workers with meals and transport, provided that a land plot is allocated for the construction of a kindergarten.

In this regard, it was noted that if entrepreneurs propose ready-made projects for creating kindergartens, schools, and colleges and intend to provide free education to children from needy families, the state is ready to put up land plots for them for auction with a starting price of 1 million soums.

In addition, instructions were given to identify vacant areas around multi-apartment buildings and to bring order to arbitrarily occupied plots. It is planned to create playgrounds, sports and fitness zones, public green spaces, as well as to improve street lighting in these areas.

Special attention was paid to involving the population in a healthy lifestyle. It was proposed to organize mass walking, physical exercises, as well as morning and evening workouts in makhallas and on the streets.

It was also instructed to use vacant premises of schools, colleges, universities, and other organizations for mass training of youth, women, and the unemployed in professions, crafts, and foreign languages. It is proposed to use classrooms for this purpose during after-school hours.

As a reminder, the authorities of Uzbekistan also want to simplify starting a business on the ground floors of residential buildings. It is proposed to allow apartments to be used for shops, salons, ateliers, and workshops without converting them into non-residential real estate. For this, it is planned to transition from a permit-based to a notification-based procedure.
