The incident took place on October 8 in the Tashkent neighborhood. Road traffic safety officers identified a violation of child transportation rules and stopped the driver.
It is reported that an administrative protocol was drawn up against the driver under Article 128-8 of the Code of Administrative Responsibility. This article establishes a fine in the amount of 2 times the BCA (Base Calculation Amount) for violating the rules for transporting passengers in vehicles. Transporting kindergarten children in 4–7 seater cars in violation of safety rules is quite widespread in Uzbekistan.
In particular, in September, it was revealed that 16 kindergarten children were being transported in a Damas in the Gulistan district of the Syrdarya region, and 21 children in the city of Termez, Surkhandarya region.
Such violations in transporting children have in some cases led to severe consequences. Specifically, in May, it was reported that a Matiz carrying 14 kindergarten children crashed in the Nurata district. Behind the wheel was the head of a family kindergarten who had not obtained a driver's license. As a result of the incident, the woman died, and the children were taken to the hospital with various injuries.
In addition, in the Khojaabad district of the Andijan region, a driver carrying 21 kindergarten children in a Tracker caused a traffic accident. As a result, a 6-year-old girl died, and 7 more children were injured. The court sentenced the driver to 3 years of restriction of freedom and deprived him of the right to drive vehicles for 2 years.
