In St. Petersburg, migrants may be banned from working in retail, fitness centers, and salons

In Saint Petersburg, the list of sectors where foreigners working under a patent are prohibited from employment may be significantly expanded. These restrictions will also affect citizens of Uzbekistan.

It is proposed to add food retail, fitness centers and sports clubs, hair salons, beauty salons, and massage parlors to the list. In addition, the ban may be extended to health resort organizations, sanitary and epidemiological services, and forensic medical examination institutions. If the document is adopted, employers will be given until December 1, 2026, to bring their staff into compliance with the new requirements.

This concerns only foreigners who work in Russia on the basis of a patent. These restrictions do not apply to citizens of the EAEU countries, as well as foreigners with a residence permit. Currently, Saint Petersburg already has a ban in place on employing foreigners working under a patent in taxi services and courier delivery.

Earlier, Uzbekistan and Russia discussed the creation of a comprehensive center for citizens traveling to work in the Russian Federation. It is planned to conduct testing, medical examinations, biometrics, fingerprinting, and document verification there even before departure.
