How to obtain a social worker qualification certificate
Resolution of the Cabinet of Ministers No. 461 dated 04.09.2026 "On the formation of a corps of highly qualified specialists in the field of social protection, as well as on the improvement of their professional activities" has been adopted.
In accordance with the Law "On Social Work", the procedure for issuing a qualification certificate that determines the status of social workers is established by the Cabinet of Ministers.
The document establishes that the positions of social workers employed in government bodies and organizations, as well as in NGOs, are divided into four categories: without category, category III, II, and I.
At the same time, categories III, II, and I are assigned to social workers who hold a qualification certificate issued by the Professional Development Center under the National Agency for Social Protection under the President.
The qualification certificate is issued for a term of five years:
Starting from April 1, 2027, specialized positions will be introduced within the structure of the "Inson" centers: a social worker for working with women who have suffered from oppression and violence, and a social worker for working with children in need of social protection.
The document approves the Administrative Regulations for the provision of public services for issuing qualification certificates to social workers.
The document was published in the National Database of Legislation in the state language and entered into force on 05.09.2026.
