How to ensure the environmentally safe operation of greenhouses
Resolution of the Cabinet of Ministers dated 22.10.2026 No. 586 establishes additional measures aimed at ensuring the environmentally safe operation of greenhouse facilities in the city of Tashkent and adjacent territories.
The document was adopted to improve ambient air quality in the Tashkent urban agglomeration, reduce the negative impact of greenhouse facilities on the environment and public health, transition to modern, energy-efficient, and low-emission heating technologies, introduce digital environmental control mechanisms, and provide state support for environmental modernization.
Tashkent, as well as Yukorichirchik, Kibray, Yangiyul, Zangiata, and Tashkent districts of Tashkent region are designated as territories where a special environmental protection regime is introduced for the activities of greenhouse facilities.
The document approves the Regulation on environmental requirements for greenhouses located in special territories.
Based on positive conclusions of the state environmental expertise of special territories, greenhouse facilities with a heating system must operate exclusively on natural gas, including liquefied gas, electricity, geothermal, solar, and secondary thermal energy.
Greenhouse facilities using solid fuels (coal, biomass briquettes, and pellets) must change the heating type of their greenhouses to the above-mentioned types of heating by December 1, 2026.
The use of solid fuel is allowed only if all of the following requirements are simultaneously met: equipping boiler plants with an automatic fuel supply and combustion process control system, as well as dust and gas cleaning equipment with specified efficiency.
In addition, a Continuous Emission Monitoring System (CEMS) must be installed to measure the volume of emissions from boiler plants into the atmosphere in accordance with the national standard, ensuring its integration into the information systems of the National Committee for Ecology and Climate Change and continuous real-time data transmission.
It is also necessary to obtain a certificate of conformity for boiler plants, dust and gas cleaning equipment, and automatic monitoring systems, as well as install online cameras allowing continuous monitoring of processes in boiler plants and flue gas ducts.
To provide financial support for the environmental modernization of greenhouse facilities in the special territory, the following measures are introduced:
The document was published in the National Database of Legislation in the state language and entered into force on 23.10.2026.
