How the business census will be conducted

A business census has begun in Uzbekistan. Everyone will be counted – from large enterprises to the self-employed and entities operating without registration.

How the business census will be conducted

Resolution of the Cabinet of Ministers dated 09.10.2026 No. 557 approved the Regulation on the procedure for preparing and conducting the business census event in the Republic of Uzbekistan, the Census Program, and questionnaire forms.

The census is conducted as of October 1, 2026. All economic units are subject to it, regardless of registration, form of ownership, and residency: legal entities and their branches, individual entrepreneurs, self-employed persons, foreign representative offices, as well as unregistered entities.

Accounting is kept at the place of actual activity, even if it does not coincide with the registration address. The survey is conducted from 9:00 to 18:00 in the state language, and, if necessary, in the native language of the respondent.

The census method depends on the participant category:

Category

Census method

Legal entities, foreign representative offices

In-person survey by a khokim's assistant and self-completion of the questionnaire on hisobot.stat.uz

Self-employed persons

Independently via census.stat.uz

Individual entrepreneurs, unregistered entities

In-person survey by a khokim's assistant or an employee of the statistics authorities

Markets and shopping complexes

In-person survey by an employee of the statistics authorities

The questionnaire specifies information about activities, number of employees, expenses and turnover for 2025, owners, as well as TIN or PINFL. If the respondent refuses the survey or is not found on site, the questionnaire will be filled out according to data from the mahalla, khokimiyat, or administrative data.

Data that allows an individual to be identified is confidential and is anonymized during processing (Articles 28 and 30 of the Law "On Official Statistics").

The census results will be published on the website of the National Committee on Statistics by September 1, 2027. Questions can be asked via the call center at 1851.

The document was published in the National Database of Legislation in the state language and entered into force on 14.10.2026.
