Director of the Insolvency Agency Granted Status of Deputy Minister of Justice

The Director of the Insolvency Agency under the Ministry of Justice of Uzbekistan will now simultaneously hold the post of Deputy Minister of Justice. The corresponding change was made by a decree of President Shavkat Mirziyoyev to the regulation on reforming the state administration system in the field of insolvency.

According to Presidential Decree No. PP-306 dated September 2, 2026, the position of Director of the Insolvency Agency under the Ministry of Justice has been transformed into the position of "Deputy Minister of Justice — Director of the Insolvency Agency under the Ministry of Justice of the Republic of Uzbekistan."

Numon Mukhammadiev has been appointed to this position. In connection with the new appointment, he has been relieved of his previously held position as Deputy Minister of Justice.

The Insolvency Agency was established under the Ministry of Justice as part of the reform of the bankruptcy regulation system. The decision to create the new agency was made on May 6, 2026, by Presidential Decree No. PP-172 "On measures to reform the state administration system in the field of insolvency."

The Agency is designated as the specially authorized state body for the formulation and implementation of a unified policy in the field of insolvency. Its tasks include regulating and controlling the relevant processes, as well as coordinating the activities of state bodies involved in bankruptcy procedures.

The reform also provides for the digitalization of insolvency-related procedures, the simplification of administrative mechanisms, and the reduction of bureaucratic barriers in the consideration of bankruptcy cases.

Territorial divisions of the agency are to be established in Karakalpakstan, the regions, and the city of Tashkent.

In addition, the Chamber of Insolvency Practitioners is planned to be established on the basis of the Association of Insolvency Practitioners. It will operate on the principles of self-governance and will unite specialists engaged in the field of bankruptcy procedures.

Numon Mukhammadiev was appointed Deputy Minister of Justice in March 2025. Prior to that, since 2023, he headed the Main Justice Department of the city of Tashkent.

Mukhammadiev holds a higher degree in law and is a 1st-class Justice Advisor. In 2003, he graduated from the Tashkent State Institute of Law. In 2024, he was awarded the "Sodiq Xizmatlari Uchun" (For Faithful Service) medal.

Mukhammadiev began his career in 2004 at the Ministry of Justice as a senior consultant in the Department for the Protection of Entrepreneurs' Rights. In 2009–2013, he held the position of First Deputy Head of the Main Justice Department of the city of Tashkent, and in 2016–2023, he worked in various positions within the system of the Ministry of Justice.

The change in the status of the agency's head is expected to ensure closer coordination of the agency's work with the Ministry of Justice within the framework of reforming the insolvency system.
