Deputies raise the issue of charging fees for unrendered waste removal services

Residents of Uzbekistan are complaining about being charged for waste removal services that were not actually rendered. On October 13, at a meeting of the Legislative Chamber, this issue was raised by Odiljon Mamadaliev, a deputy and member of the Committee on Ecology and Environmental Protection.

According to the deputy, despite the measures taken, difficulties remain in the regions regarding the quality of household waste collection and removal, as well as the calculation of fees for these services.

"According to a report by the National Committee on Ecology and Climate Change, an analysis of appeals from individuals and legal entities shows that 48.4% of them are related to the collection and removal of household waste, and 18.1% are predominantly complaints about payment for unrendered services," Mamadaliev stated.

Odiljon Mamadaliev also pointed out problems related to landfills.

"Landfill recultivation work scheduled for 2026 is lagging behind the established deadlines. In addition, a number of landfills do not fully comply with environmental standards, sanitary rules, and fire safety requirements," the deputy noted.

At the same time, according to his data, 386.5 billion soums of investments were attracted in 2025 for the development of the solid household waste management system, and population coverage by collection and removal services reached 63%.

Projects to generate electricity from waste totaling about $933 million are also being implemented in seven regions. In the second phase, additional projects worth $1.6 billion are planned for implementation.

Given the remaining problems, the relevant committee proposed sending a parliamentary inquiry to Sharifbek Hasanov, Director of the Waste Management and Circular Economy Development Agency.

Deputies supported this proposal. In the parliamentary inquiry, the agency was asked to clarify measures to improve the waste management system, develop the circular economy, and organize payment for services.

As a reminder, starting January 1, 2026, Uzbekistan introduced a procedure according to which fees for the collection and removal of solid household waste must be charged only for services actually rendered.

In February, Gazeta reported on a sharp increase in the number of complaints regarding the quality of waste removal and unjustified debt charges.

According to the Competition Promotion and Consumer Protection Committee, over 850 appeals were received from the beginning of the year through February 12 — compared to 1,141 complaints reviewed by the agency for the entire year of 2025.

The appeals concerned untimely waste removal, poor service quality, breach of contractual obligations, and unjustified debt charges. In some cases, consumers faced restrictions on electricity payments due to such debts.

As of February 5, restrictions were in effect against more than 198.8 thousand subscribers with debts for waste removal totaling 15.8 billion soums.

Against this backdrop, the Competition Committee proposed that the Waste Management Agency review the procedure for applying restrictions, ensure timely waste removal, and prevent unjustified debt charges.
