Customs reform: processing will be accelerated, fees will be reduced

The new strategy through 2030 calls for the digitalization of customs procedures, the implementation of artificial intelligence, and a halving of clearance times. A number of requirements will also be waived for foreign trade participants, and some customs duties will be reduced.

Customs System Reform: Accelerating Clearance, Reducing Fees

Presidential Decree No. UP-174 of August 27, 2026, defines measures aimed at improving the work of the State Customs Service and implementing advanced methods in customs administration.

A Digital Technology Center with legal entity status will be established within the Department of Information and Communication Technologies and Cybersecurity of the Customs Committee.

A roadmap of additional measures for further reforming and modernizing customs clearance, simplifying a number of procedures, and digitalizing processes has been approved.
