Cosmetics need clearance: what importers and manufacturers in Uzbekistan will require
The import and manufacture of perfume and cosmetic products in Uzbekistan are permitted only after obtaining a special permit. Its validity period is five years, and the processing of an application takes 12 working days. This was reported by the information service of the Committee for Sanitary and Epidemiological Welfare and Public Health.
The procedure for obtaining the permit is established in Appendix No. 63 to the Unified Regulation on the procedure for issuing certain permit documents through a special electronic system. The regulation itself was approved by Cabinet of Ministers Resolution No. 86 dated February 22, 2022.
What do importers need?
Companies that import cosmetics from abroad must gather a number of documents.
These include:
- product packaging or its draft with information in the state language;
- specification indicating the composition, scope of application, and usage standards;
- product safety certificate or a document of its registration in the manufacturer's country;
- report of an accredited laboratory on the toxicological and hygienic assessment of the product. A contract with the laboratory complex and an invoice must be attached to the report.
In other words, three key conditions remain for importers: information about the product must be in the state language, product safety must be documented, and the product itself must undergo a toxicological and hygienic assessment.
For cosmetics manufacturers operating in Uzbekistan, the list of documents is broader.
In addition to the packaging or its draft with information in the state language, the specification, and the report of an accredited laboratory, the company is required to submit international or national standards.
A technological instruction and formulation will also be required. These documents must be agreed upon with the Chief State Sanitary Doctor of the Republic of Uzbekistan.
