Caves to become a new tourist destination in Uzbekistan
Uzbekistan intends to turn caves and other underground natural sites into a new tourist destination. In 2026–2028, it is planned to create the necessary infrastructure, attract investors and scientists, and develop safety rules for tourists in the Jizzakh, Samarkand, Surkhandarya, and Kashkadarya regions.
Comprehensive measures for the development of speleotourism have been approved by the Cabinet of Ministers.
In 2026–2028, modern tourist infrastructure will be established at selected sites in four regions of the country, and work will be carried out to increase the number of visitors.
At the same time, caves and other sites must preserve their natural and historical value. If a site is classified as cultural heritage, any construction and renovation work can only be carried out after obtaining the necessary permits and coordination with the Cultural Heritage Agency. In protected natural areas, work will be conducted in compliance with environmental requirements.
By the end of 2026, the Tourism Committee will prepare photo, video, and other materials about the tourism potential of the caves and post them on the Unified National Tourism Platform. Starting from 2027, international scientific expeditions will begin, and a database of the most interesting sites for tourists will be created.
In parallel, the authorities intend to attract private investment into the development of speleotourism. In 2026–2027, measures will be taken to attract businesses, and starting from 2027, annual investment forums, presentations, and business meetings involving local and foreign investors are planned.
In 2027–2028, regional khokimiyats (administrations) will create the necessary infrastructure in the selected areas: engineering and communication networks, recreation zones, sanitary and hygienic facilities, and other amenities for tourists. Local residents will also be assisted in opening family guest houses.
Special attention will be paid to safety. In the coming months, rules for visiting caves will be developed, and starting from 2027, training sessions for specialists will be held twice a year.
To promote speleotourism, an international conference featuring scientists and experts will be held in May–June 2027. Annual research in the fields of speleology, geology, hydrology, and biospeleology will also be conducted with the help of grants.
The idea of developing speleotourism in Uzbekistan has been discussed before. In particular, it was proposed to create the necessary regulatory framework, promote the country's largest caves through foreign TV channels, organize scientific expeditions, and introduce safety standards for underground tourist routes.
