A reform of the internal affairs bodies is underway in Uzbekistan. The President has signed a decree that changes the operating procedures for district police officers, patrol officers, and the road patrol service. The main objective is to provide assistance to people faster and to suppress violations directly on the spot.
The main indicator of a district officer's performance will be the trust of the citizens. If the residents of a mahalla vote against their district officer, they can be disciplined or dismissed.
District officers will be able to independently issue warnings and write fines for 4 types of traffic violations within the mahalla. In addition, they have been granted the authority to handle 9 types of minor offenses, for which previously it was necessary to go to the head of the district police department.
It will be forbidden to involve district officers in unrelated work. The officers themselves will also be protected: a fine is being introduced for obstructing their work.
