Artykhodjaev proposed constructing ministry buildings in New Tashkent at the expense of businesses.

Entrepreneur Jahongir Artykhodjaev proposed that private companies build administrative buildings in New Tashkent at their own expense, with the state then leasing them on a long-term basis. He estimates this would reduce budget expenditures and create over 100,000 jobs.

Entrepreneur Jahongir Artikhodjaev has proposed an initiative to attract private capital for the construction of ministerial and departmental buildings in New Tashkent. According to his proposal, private companies would use their own and borrowed funds for construction and then lease the facilities to the state on a long-term basis. Artikhodjaev announced this on August 18 during a meeting with President Shavkat Mirziyoyev.

Artikhodjaev noted that during his visit to Washington, he noted the practice of locating government agencies in private buildings. "In Washington, we saw that 55% of government buildings are owned by private companies. Government agencies lease buildings from businesses on a long-term basis. Even departments of the Ministry of Justice and the FBI are located in leased buildings," he said.

According to the entrepreneur, this model allows the state to avoid the costs of allocating land, constructing, and subsequently maintaining administrative facilities. Artikhodjaev proposed applying a similar scheme in New Tashkent, where new buildings for ministries and departments are planned.

"We propose that private construction companies build government buildings in New Tashkent using their own funds and then lease them to the state on a long-term basis under off-take contracts," he stated.

According to him, a long-term contract with the state will allow private companies to attract foreign financing, including loans and bond issuance. "If a private company has an off-take contract, it will be able to issue bonds abroad and attract loans and financing for construction. If the client is a private company itself, construction is cheaper and its quality is improved," Artykkhodjaev emphasized.

He added that such a mechanism could save budget funds earmarked for the construction of administrative buildings. "If you allow, we will make our proposals on this matter. The implementation of such a project will create more than 100,000 new jobs," the entrepreneur stated.

Jahongir Artykkhodjaev also spoke about his companies' entry into the American market. According to him, a plant was launched in Akhangaran this year, whose products are exported to the United States. "As of today, we have exported $100 million worth of products to the United States, and by the end of the year, exports will reach $200 million," Artykkhodjaev said.

He also noted that since the president's meeting with entrepreneurs last year, his companies have launched three new factories and opened a hotel. Six more hotels are planned to open by the end of the year.

Earlier, Jahongir Artykkhodjaev reported that AKFA Holding is ready to employ 10,000 Uzbek citizens abroad, including those from Russia. The president instructed the development of a platform for their employment and the involvement of embassies in this effort.
