The leader of the "Milliy Tiklanish" party, Alisher Kadyrov, has advocated for the return of the death penalty. He published his position on September 27 against the backdrop of a high-profile case in the Namangan region.
The trigger was a case of sexual abuse of a five-year-old girl in a kindergarten in the Uchkurgan district. Earlier, the head of the Presidential Administration, Saida Mirziyoyeva, stated that responsibility for such crimes must be tightened to the maximum extent possible.
Kadyrov noted that the death penalty should be applied to certain categories of particularly grave criminals. In particular, he named intentional murderers of children and individuals who have committed sexual crimes against children.
At the same time, the National Agency for Social Protection had previously submitted proposals for consideration to strengthen responsibility for crimes against children. Among them is life imprisonment for sexual abuse of children. This was announced by the first deputy director of the agency, Shakhnoza Mirziyoyeva.
The death penalty in Uzbekistan was abolished as of January 1, 2008. Currently, Article 25 of the Constitution explicitly prohibits its application. Therefore, returning the capital punishment would require amending the country's basic law.
Thus, the proposals of Kadyrov and the National Agency for Social Protection provide for different types of punishment for the most serious crimes against children: the death penalty and life imprisonment.
