A video has spread on social networks showing that a certificate related to a water meter was opened through a QR code provided to check the calibration certificate of a speed measuring device. The Uzbek National Institute of Metrology commented on this situation.
The video shows a decision on an administrative fine, which recorded that a citizen was driving at a speed of 83 kilometers per hour in an area with a speed limit of 70 kilometers per hour. A QR code is placed to view the calibration certificate of the speed measuring device attached to the decision.
The author of the video showed that when scanning this QR code, a calibration certificate belonging to a water meter, issued by the Uzbek National Institute of Metrology, opened.
The Institute of Metrology studied the situation and announced that this was caused by a technical discrepancy in the information system.
It is noted that calibration certificate No. 1076587-2024 dated June 5, 2024, was issued for an SPW-4 B 15-50 type water meter with serial number 221110881.
Calibration certificate No. 1471711-2025 dated November 16, 2025, was issued for a SKAT-PP type speed measuring device with serial number 2211108.
According to the institute, because the serial numbers of the two devices were similar, a technical discrepancy occurred in displaying the data when a search by serial number was performed in the information system integrated with the responsible agency.
That is, when the search is performed based only on the serial number, due to the similarity in the numbers, the calibration certificate data belonging to another type of measuring device may also appear.
The institute stated that in accordance with the Cabinet of Ministers' Resolution No. 516 of September 20, 2022, the relevant data was placed on the Interagency Integration Platform of the "Digital Government" system. Relevant organizations have been provided with access to use this data in electronic form.
In order to prevent such cases in the future, it is planned to introduce a mechanism that takes into account information such as the model, type, manufacturer, calibration certificate number, and field of application of the measuring device along with the serial number for the precise identification of the calibration certificate.
It was stated that the Uzbek National Institute of Metrology and the responsible agency are taking appropriate measures in this regard. According to the institute, this will serve to ensure the correct and accurate display of information about calibration certificates in the information system and to prevent such technical discrepancies.
