A notification procedure is being introduced for e-commerce operators

Starting September 23, operators of electronic trading platforms and order aggregators in Uzbekistan will operate under a notification procedure.

Uzbekistan will introduce a notification procedure for e-commerce operators starting September 23, 2026. The relevant rules were approved by order of the Director of the National Agency for Promising Projects on August 5 and registered by the Ministry of Justice on August 19 under number 3927, according to the National Agency for Promising Projects of Uzbekistan.

The new procedure applies to operators of electronic trading platforms, order aggregators, and digital streaming services. The regulation comes into force on September 24, 2026.

To operate, operators must be registered in Uzbekistan as legal entities and comply with legal requirements in the areas of e-commerce, personal data protection, copyright and related rights, consumer protection, and advertising.

Furthermore, operators are required to comply with retail regulations, have an information system to properly provide services to e-commerce participants, and ensure the accuracy of the information provided in the notification of commencement of operations.

In cases stipulated by law, information on employment contracts must be registered in the interdepartmental hardware and software complex "Unified National Labor System." Operators are also required to provide the authorized body, upon request, with information related to their activities free of charge.

To begin work, an entrepreneur submits a notification through the information system of the National Agency for Advanced Projects using the OneID Unified Identification System.

The notification must include the name and legal form of the legal entity, taxpayer identification number (TIN), location, email address, and telephone number of the director, the address and cadastral number of the place of business, bank details, and identification information of the director.

Documents confirming compliance with established requirements and conditions must be attached to the notification.

If the name, location, or residential address of the notifier changes, or if a branch or representative office opens, the operator must notify the authorized body within 10 business days of the registration of the relevant changes.

The register of e-commerce operators will be posted on the website of the National Agency for Advanced Projects.

The new notification procedure is provided for by Law of the Republic of Uzbekistan No. ЗРУ-1154 of June 22, 2026.
