A master plan for the comprehensive renovation of the Khontepa mahalla, covering 26.8 hectares, has been approved in Karshi. The decision was made by the Kengash of People's Deputies of the Kashkadarya Region on August 26, as reported by the press service of the National Committee for Sustainable Urbanization and Housing Market Development.
The project envisages the comprehensive development of the area in accordance with the presidential decree of February 24. The master plan underwent a public discussion before approval.
According to the approved document, 107 residential buildings ranging from seven to nine stories are planned for the area. They will house 3,050 apartments, providing accommodation for 10,620 people.
A significant portion of the area is reserved for public and green spaces. Green areas occupy 8.3 hectares, accounting for 31% of the total project area. A central recreation area—a boulevard—will occupy an additional 4.8 hectares. Pedestrians will have 9.6 km of paths, and bicycle infrastructure will extend 9.4 km.
The project also includes 3,200 parking spaces, including 1,500 underground ones.
In addition to residential development, the master plan calls for the construction of a 210-seat preschool and a 400-seat private school. The ground floors of the residential buildings will house 47,800 square meters of commercial space for retail, consumer services, and businesses.
Direct investment in the project is estimated at $219.1 million. According to the plan, the project will create more than 3,000 new jobs and generate annual tax revenues exceeding 100 billion soums.
The project is scheduled to be completed between 2026 and 2032. Construction is planned to be carried out in three main phases. The territory will be divided into eight investment plots and 32 lots.
The master plan was developed within the framework of the mechanism for implementing integrated construction projects stipulated by the presidential decree. According to the document, investment companies have been authorized, with the approval of the National Committee for Urbanization and Housing Development, to engage design organizations by selecting the best proposals to prepare master plans and development projects for the relevant territories.
