A 4-category rating has been introduced for securities issuers

A departmental document on the procedure for maintaining the rating of securities issuers has been state-registered by the Ministry of Justice. The document was registered on September 17, 2026, under number 3941.

This document was developed in accordance with Presidential Decree No. PF-254 dated December 18, 2025. It establishes the procedure for maintaining a rating that evaluates the activities of securities issuers and applying measures of influence based on the rating results.

The rating of issuers will be maintained by the National Agency for Perspective Projects at the end of each quarter. The results will be publicly announced on the Single Portal of Corporate Information — "openinfo.uz".

The rating will be published within the first 10 days of the second month following the reporting quarter. Issuers will be notified of the rating results through their personal accounts.

An issuer's rating is determined based on the sum of points accumulated across seven criteria. Ultimately, it is assigned one of the categories: "A", "B", "C", or "D".

Depending on the category, measures of influence may be applied to the issuers. The duration of these measures is set at three months.

The new procedure is aimed at increasing the transparency of issuers' activities and protecting the rights of shareholders in the securities market.

This regulation will enter into force three months after the date of its official publication.
