The Ministry of Internal Affairs of Uzbekistan has proposed new rules for recording traffic violations. What will change for drivers?
Uzbekistan is considering changes to the procedure for registering traffic violations. The Ministry of Internal Affairs is proposing to convert several stages of the process to an electronic format, requiring inspectors to record conversations with those involved, and abolishing the practice of collecting fines directly at the scene of the incident. A draft of the relevant document has been submitted for public discussion.
According to the proposed document, when drawing up an electronic report, the inspector's conversation with those involved will be automatically recorded. This audio recording can subsequently be used as evidence. It is also proposed to permit the use of photo, audio, and video recordings from mobile devices to document violations.
The changes will also affect the procedure for impounding vehicles. When a vehicle is towed, the inspector will be required to issue an electronic report in the "Jarima maydoni" system. After the reason for the impoundment has been resolved, the vehicle can be retrieved based on the electronic permit record.
Inspectors will also be prohibited from accepting payment of fines directly at the scene of the violation. Drivers will be able to pay through electronic payment systems, mobile apps, banks, or the Unified Portal of Interactive Government Services.
The new instruction is intended to replace a number of existing departmental documents. However, at the moment this is only a draft – the new rules will come into force after their approval and official publication.
