Uzbekistan passes dedicated law regulating real estate brokers and market operations

Uzbekistan has implemented a specific law to oversee real estate brokerage activities and market transactions. This legislation was approved by the Legislative Chamber on July 1, 2025, and subsequently by the Senate on April 7, 2026.

The new law aims to regulate interactions within the real estate industry, enhance the standard of services, and promote transparency in the property market. It mandates that brokerage operations must uphold principles of legality, objectivity, data privacy, and the avoidance of conflicts of interest. The state's strategic objectives include expanding the real estate services market, strengthening the influence of professional public associations, digitizing the industry, and developing skilled professionals.

A significant aspect of this law is the requirement for realtors to possess a qualification certificate. This certificate, valid for five years, is obtained by passing an exam administered by a professional public association. Additionally, a Unified Registry of brokers, brokerage firms, and real estate agents will be maintained by the designated state authority and made publicly available online.

The statute also outlines formal criteria for real estate service contracts, safeguards for client and third-party rights, and protocols for property sales, leases, and other transactions.

The law is scheduled to become effective on November 8, precisely three months after its official publication. This follows a related directive from the Ministry of Justice, which, on November 11, 2025, registered a decree setting forth requirements for real estate firms involved in property trust management. These regulations stipulate that brokerage firms must professionally manage real estate assets in the best interests of their owners, encompassing tasks such as leasing, repairs, technical upkeep, and the allocation of income and expenses.
