Uzbekistan Requires Audio-Enabled Cameras in Private Educational Institutions
Tashkent, Uzbekistan (UzDaily.uz) — Effective from 1 July 2026, all private schools, kindergartens, and training centers in Uzbekistan must implement video surveillance systems both inside and outside their facilities. This mandate was established by a resolution from the Cabinet of Ministers on 21 May 2026, which revised the Unified Regulation on the Procedure for Licensing Certain Types of Activities.
According to the new licensing stipulations, the surveillance systems must include continuous recording, live video streaming, and audio recording capabilities.
Video footage is required to be retained for a minimum of six months.
The Ministry of Preschool and School Education is responsible for ensuring adherence to these new regulations. These requirements apply to both existing non-governmental educational institutions and those seeking to obtain a license.
Failure to comply with the specified regulations may result in the revocation of a license, as outlined in the Law on Licensing, Permissible and Notification Procedures.
The government anticipates that these new measures will enhance safety, improve oversight of the educational process, and ensure adherence to licensing standards within the private education sector.
Additionally, video surveillance systems have been in place in state educational institutions for several years. Notably, a resolution from the Hokim of Tashkent on 29 August 2025 mandated the installation of cameras in classrooms for grades 10 to 11 across all schools in the capital. This initiative was aimed at monitoring student attendance and the quality of education.
