Kovtun became part of Uklon in December 2025. In his new position, he will oversee the strategic growth of the company in Uzbekistan, focusing on service expansion, local team development, operational efficiency improvements, and enhancing the experiences of both customers and drivers.
Uklon’s Chief Executive Officer Sergey Grishkov emphasized that Uzbekistan is a strategically vital market for the company, where ongoing investments in business growth and local personnel are a priority. He noted that the selection of the new country head was based on criteria such as experience in operational management, business development, international markets, and the capability to build effective teams and foster business growth in a fast-paced environment.
Upon his appointment, Kovtun expressed that he sees this role as a significant responsibility and an opportunity to further the company's development alongside its team. He remarked on the dynamic nature of Uzbekistan's market, which necessitates a thorough understanding of local conditions, a robust product, and high-quality service. Prior to joining Uklon, he was the Managing Director at the international engineering and consulting firm Egis, where he managed business development and operations across Ukraine, the Caucasus, and Central Asia. Earlier in his career, he led a development department and a project management office, engaging in partnership development and commercial activities within industry organizations in Ukraine.
Uklon is a product-centric IT firm and the creator of the ride-hailing platform of the same name. Since April 2025, 97% of the company's corporate rights have been held by Kyivstar, Ukraine's largest electronic communications operator and a member of the international VEON Group. The group serves over 160 million customers and develops services in telecommunications, ride-hailing, streaming, healthcare, and financial technology. VEON's shares are traded on the NASDAQ stock exchange.
