Zelensky revealed the conditions Kyiv will not agree to in negotiations
Ukrainian President Volodymyr Zelenskyy stated that limiting the size of the army and the country's neutral status will not be discussed. According to him, territorial issues can only be resolved at the level of heads of state. Kyiv also does not agree to the land swap option proposed by the US.

Zelensky reveals conditions unacceptable to Kyiv in negotiations
Zelensky stated this in an interview with the "1+1" TV channel published on October 25. This statement came ahead of potential negotiations between delegations from Ukraine, Russia, and the US in November.
"Our security guarantees are our security guarantees. They cannot be defined by the Russian side," the Ukrainian president said.
According to him, it is important for Kyiv to discuss the possibility of organizing a meeting of heads of state during the upcoming trilateral talks.
Zelensky also urged partners not to prematurely lift sanctions against Moscow ahead of a meeting involving the leaders of Ukraine, the US, and Russia.
"Sanctions were introduced for aggression, not for the opportunity to talk. I also told this to the American delegation: when talking about Russia's willingness, it should not be bought at such a price," he said.
The Ukrainian leader emphasized that he does not want to go to a meeting with Putin without leverage such as sanctions, funds, or frozen assets. In his view, in such a scenario, Kyiv's position in the negotiations would be weakened.
At the November meeting, Ukraine also plans to raise the issues of an energy sector ceasefire and a cessation of fire in the Black Sea.
Although Ukraine and Russia have expressed readiness to resume direct negotiations mediated by the US, an exact date for the delegation meeting has not yet been agreed upon.
Yury Ushakov, an aide to the President of Russia, stated on October 25 that the Kremlin is considering the possibility of holding the meeting after November 4.
Earlier, Moscow indicated Abu Dhabi, the capital of the United Arab Emirates, as a possible location, and mid-November as a tentative timeframe. The Russian side conveyed this during a meeting with US Special Envoy Steven Witkoff on October 21 in Saint Petersburg.
