In the first half of 2026, the Oliy Majlis Commissioner for Human Rights (Ombudsman) received 10,468 requests. The petitioners included citizens of Uzbekistan, foreigners, stateless persons, as well as legal entities and public organizations. Of the total, 12 requests were considered anonymous.
The largest number of requests—28.4%—concerned the protection of economic rights. Social rights issues accounted for 21.8% of requests, personal rights—21.7%, and the treatment of persons with limited freedom of movement—12%. The protection of women's and children's rights was mentioned in 7.7% of cases, environmental rights—0.7%, and other topics—7.7%. Of the petitioners, 57.4% were men and 42.6% were women.
During the reporting period, the Ombudsman sent 70 response measures to government agencies, organizations, and courts. These included 27 claims, 18 opinions, 17 submissions, 7 demands, and 1 warning. Criminal cases were initiated in 12 cases based on the review of these appeals. With the assistance of the Ombudsman, over 26 billion 849 million soums were recovered and are subject to recovery for citizens. Of this amount, 25 billion 937 million soums were in arrears in wages and labor relations.
Furthermore, over 304 million 606 thousand soums were recovered in cases of compensation for injury to health, material, and moral damages. Based on these requests, over 435.9 million soums in alimony payments were secured, and over 171.2 million soums of unjustified debts were written off. Following the review of complaints, 14 responsible individuals were subject to disciplinary and administrative liability. Eight restraining orders were issued based on complaints from women victims of violence, and criminal cases were initiated against five offenders.
As part of human rights monitoring, 521 visits were conducted to places of detention for individuals with limited freedom of movement, including penal colonies, pretrial detention centers, and special detention centers. Twenty-three measures were taken based on the identified violations. In addition, 260 million soums have been allocated for the renovation of Penal Colony No. 13 and 212,664,000 soums to address deficiencies in detention centers in the Tashkent region.
1,227 complaints were received from individuals in closed institutions and their representatives. Five premature decisions to refuse to initiate criminal proceedings were overturned based on complaints against the actions of the investigators. In the area of legislative improvement, 42 draft regulatory legal acts underwent legal review, and 1 draft law of the Ombudsman was adopted by the Legislative Chamber.
