“Why can’t anyone do this?” — Residents in Tashkent are unhappy with the noise of construction

A 22-story residential complex is being built in the “Shaikh Shibliy” neighborhood of Yunusabad district of Tashkent city, at 37 Chingiz Aitmatov Street, with commercial and consumer service facilities on the lower floors.

According to the construction documents, the total area of the territory exceeds 3 hectares, of which construction work is carried out on one hectare. The documents state that the complex will have 44, 33, 22 and 16-story buildings.

The customer of this construction is “HILLS GROUP” LLC, the designer is “ARX-DIZAYN SAN’ATI” LLC, and the contractor is “ZIYO-SAN’AT” LLC.

The facility is also remembered by many as being built on the site of the former Vaccination and Serum Research Institute in 2023-2024. At that time, residents of the neighborhood opposed the construction, arguing that it was dangerous because of the previous animal experiments and burials in the area, and that there was a risk of spreading infectious diseases. However, the residents lost three times in court. The newspaper wrote about this several times in its inquiries.

Today, residents of the Sheikh Shibliy neighborhood complain about the noise that is being heard in the evenings due to continuous construction.

Olimjon Obidov, who lives 10 meters from the construction site, at house number 36, contacted the newspaper and informed that construction work is being carried out day and night. According to him, residents of the area cannot sleep at night because of the noise.

“Construction began in 2024. At first, they wouldn’t work at night. Then this situation started. They would turn on the projector at night, hang a flashlight around their necks, and work until morning. They would scream, shout, and curse at each other at midnight. My children would cry at night,” says Abduhamid Bozorbayev, a resident of house 34.

According to an application by Olimjon Obidov to the Yunusabad district police department on April 12, 2025, administrative reports were issued against four builders for making noise at night.

In early July 2026, residents of the neighborhood appealed to the “Mening Yurtim” TV channel regarding this issue. When the TV channel journalist asked Azamat Ziyoyev, the head of the Hills Blue company conducting the construction, about the situation, he said that the working hours are from 07:00 to 23:00.

“If it is past 23:00, it may be due to technical reasons. If they are really working at night, let's take action,” the head of the construction company emphasized.

“Because they are working day and night, the builder is not able to hand over the apartments to their owners on time. After the deadline, they have to pay a penalty. I think that is why they switched to a 24-hour work regime,” said a resident of the same neighborhood who gave an interview to Gazeta.

In several videos sent to the editorial office by Olimjon Obidov, construction work continues despite the fact that it is 03:00 at night.

He claims that the walls of the apartment where he lives have cracked because of this construction. According to him, the builder said that he would also repair Olimjon's house. However, "after that, the builder has never been found."

In his application to the Prosecutor General's Office in June 2026, Olimjon Obidov stated that cracks had formed on the internal and external walls of the house where he lives due to the construction and asked the builder to compensate for this, as well as to check the legality of the construction site's documents and expert opinions.

In a response letter sent by the Yunusobod District Prosecutor's Office of Tashkent, it is stated that a permit to begin construction and installation work at the "Construction of a Multi-Storey Residential Building" facility belonging to "HILLS GROUP" LLC was issued on April 23, 2026. However, the official passport of the facility indicates that the construction permit was issued on February 5, 2024.

“The inspection issued mandatory written instructions regarding the circumstances identified during the monitoring of this construction block, and administrative fines were imposed on responsible officials of the society for failure to timely eliminate the written instructions,” the response letter says.

The prosecutor’s office’s notice recommends that Obidov go to court to have his house repaired.

“We are also sending photo and video evidence that construction work was carried out 24 hours a day, but we are not given specific information about the study process. The response is simply that construction is being carried out within the framework of the law. However, in the applications submitted by residents of the mahalla to the Internal Affairs Directorate, it is stated that the work process continues 24 hours a day,” says Obidov.

One of the residents of Sheikh Shibliy, Qudrat Yunusov, is also dissatisfied with the height of the building to be built.

“Tomorrow it will be like a mountain above you. People will live above you, looking out. Shanghai on one side, a courtyard on the other. What will happen next, the demolition will also move here,” he says.

The construction site used to have football and children's playgrounds. The builders moved the playground equipment there a little higher.

“As you can see, the current condition of the playground is deplorable. The worst thing is that there is high voltage here, and who wants their child to play here,” says Olimjon Obidov.

Using Google Earth, you can see that there were many trees at the construction site in April 2023. If you go back to April 2024, you will see that most of the trees have disappeared.

In August 2024, Olimjon Obidov also appealed to the Ministry of Ecology regarding the felling of trees on the construction site.

The Tashkent City Department of the Ministry of Ecology issued a report on an administrative offense against Jamilbek Kamolov, Deputy Director of HILLS GROUP LLC, for the unauthorized removal of 29 trees of valuable species from the base of the construction site.

On September 6, the Yunusobod District Criminal Court found Jamilbek Kamolov, Deputy Director of HILLS GROUP LLC, guilty of committing an offense specified in Part 2 of Article 79 of the Criminal Code.

The court fined Kamolov 3.4 million soums, and HILLS GROUP LLC (in favor of the Environmental Protection Agency) 32 million 640 thousand soums.

Currently, the main demand of the residents of the neighborhood is to stop construction work at night, and to make the playground safe and comfortable.

“The result of all my struggle is a pile of papers. I keep writing applications, but instead I get answers like ‘we have fined’, ‘explanation work has been carried out’, ‘everything is within the law’. Why is no one able to do this? We have the right to rest in peace in our own homes, let them just provide that,” says Olimjon Obidov.
