It was previously reported that a warehouse manager working at one of the state kindergartens in the Namangan region raped a 5-year-old female pupil. A report on the details of this situation was broadcast on the “Millar” show.

Husan Burhonov, a specialist at the Uchkurgan District Preschool Education Department, said regarding this matter that “whatever news is out on the street, that is the news he has.”

“We do not have any concrete, factual information,” he said.

In response to the journalist's question about how the regulatory body was unaware of a situation that the whole of Uzbekistan was informed about, Husan Burhonov replied, “no information was disclosed to us.”

A citizen who asked to remain anonymous told the journalist that all the kindergarten staff were aware of this.

Another citizen pointed out that the suspect had previously been a farm manager, stole coal, and avoided imprisonment.

The mother of the five-year-old girl mentioned that she went to work to help her husband, otherwise she would have stayed at home looking after her children.

“Is my five-year-old daughter really going to be ruined? What will become of that girl's destiny? I need her destiny, who will restore it?” says the girl's mother.

According to the mother, the warehouse manager is her neighbor. As she was entering her house, he walked past, looking at the girl and smiling.

“I felt really strange. It is strange for a man to smile at a five-year-old girl, after all. Then my daughter raised her hand. I went into the house, and I started to feel strange. Being a mother, I felt it inside. I started to get information out of my child. I spoke to her like a child. I said, ‘My daughter, does that man love you?’, and she said, ‘Yes, he bought me ice cream.’ After that, I froze. I asked, ‘Did he buy it for your friends too?’, and she said, ‘Just for me.’ I asked, ‘What else does he do?’, and she said, ‘He hugs me, kisses me.’ I said, ‘He must really love you then,’ and she said, ‘Yes, he loves me. He told me, “If you don't tell anyone, I will buy you things and gifts.”’ She is just a child, she was playing; even as I was talking, she was sitting there playing with her dolls and toys. Then I asked another question. ‘My child, what else does he do?’, and she said, ‘He takes off my clothes,’” the mother recounted the conversation with her daughter.

The girl's mother also mentioned where the people who created the conditions for this situation to happen were, and why the surveillance cameras were not working.

“They are also not admitting it now, saying ‘it didn't happen in our kindergarten.’ They say, ‘Right now, I don't know, I'm on vacation.’ Okay, who was the person replacing them at that time? Now, if I want to ask, they hit me on the mouth, they don't let me speak. For what reason do they not let me speak? I am in a difficult situation. One day my child came out without underwear. I just attributed it to childhood then. If it happened on Thursday without underwear, on Friday they handed it back to me washed and cleaned. They have cleaned up their work. The cameras were not working,” says the mother.

Speaking about the conversation with her daughter, the mother noted that her daughter said a kindergarten teacher came in while the incident was happening.

“The teacher saw it. She is not admitting it. I asked, ‘What did she do then?’, and she said, ‘She washed my underwear and hung it out to dry,’” the mother added.

In her words, the mother said that the warehouse manager had been grooming her daughter for a long time and had frightened her greatly.

“She had become so timid. She became thoughtful. When she sees the kindergarten, she is afraid and says, ‘let's walk the other way.’ Is this not a ‘trauma’ for my child? My daughter is crying, saying ‘let's leave this place,’” says the mother.

According to the mother, the suspect — the warehouse manager — offered money to withdraw the complaint.

“By saying this, I am not a mother who bargains with her daughter. I told him, ‘I don't need your money, get out,’ and sent him away. They thought she won't say anything, that her hands are short (she is helpless). They are right, my hands may be short, but I have a conscience. I am not a mother who bargains. For what reason do they offer me money? For what reason? What am I, what am I living for? I am living for my children, after all,” says the mother.

According to a doctor from the Uchkurgan District Medical Association, the application was made a week after the incident with the 5-year-old girl occurred, by which time the injuries had already healed. There were no bruises or signs of injury on other parts of the girl's body.

An expert from the Uchkurgan District Forensic Medical Examination Department said that based on the preliminary report on the situation, work was carried out in accordance with the procedure established by law by the relevant investigative and inquiry bodies.

The head of the district preschool and school education department, Shavkat Jurayev, said that they have been in constant contact with the relevant organizations regarding the situation.

It is noted that the Social Protection Agency was notified about the situation.

The Ministry of Preschool and School Education responded to the situation, announcing that a working group had been established to thoroughly study the incident that occurred in the state kindergarten in Uchkurgan and to review the suitability of the responsible officials for their duties.

According to the ministry, the employment contracts with the kindergarten employees suspected of involvement in the incident have been terminated. It was also stated that appropriate measures would be taken against the employees and officials involved in the incident and those who approached their work irresponsibly.

Currently, the special working group of the ministry is checking the employees of all state preschool education organizations in order to prevent the recurrence of such situations.

A criminal case has been initiated against the suspect under Part 4 of Article 118 (Rape of a person under fourteen years of age) and Part 1 of Article 112 (Threat to kill or use violence) of the Criminal Code.

The Children's Ombudsman asked not to spread various unconfirmed reports about the 5-year-old child who suffered sexual violence in Namangan.

“Since this criminal case concerns a minor and their honor and dignity, spreading any unconfirmed reports about this situation is contrary to the child's interests and undermines their rights,” the Children's Ombudsman's message says.

As a reminder, on March 3, the president signed a decree aimed at putting an end to cases of violence and harassment against women and children. It stipulated that by amending the legislation, starting from November 1, 2026, persons convicted of committing crimes provided for in Articles 118 and 119 of the Criminal Code against minors would be included in the category of convicts who cannot be transferred to settlement colonies.

Consent was expressed to the proposal to establish life imprisonment or long-term imprisonment for persons previously convicted of crimes against sexual freedom of minors, as well as crimes related to sexual intercourse with them and committing indecent-depraved acts, when they commit crimes of rape of a person under 14 years of age, or satisfaction of sexual passion in an unnatural form using violence against a person under 14 years of age. The Ministry of Internal Affairs, the Prosecutor General's Office, the Supreme Court, the National Agency for Social Protection, and the Ministry of Justice, together, were instructed to submit a draft law providing for this within three months.
