What will change from September 1?

The Norma.uz portal provides an overview of the main changes that will come into force in national legislation from September 1, 2026.

A number of important changes will come into force in the legislation of Uzbekistan from September 1. The Norma.uz portal has provided a detailed overview of these news.

**In agriculture and the economy:**

* Part of the costs of keeping female breeding cattle in the agricultural sector will be subsidized from the state budget.

* The salaries and stipends of employees of budgetary organizations will be increased by 7%.

* The minimum wage (MHTEKM), the basic calculation amount (BHM), state duties and social tax rates for individual entrepreneurs will be increased.

**In the transport sector:**

* It is prohibited to refuel cars that have not passed a technical inspection of gas cylinder equipment.

* The use of equipment operating under excessive pressure, with an expired service life or an unknown date of manufacture at gas stations and gas filling facilities for all types of cars, including facilities that use fuel for their own needs, will be restricted.

* Passengers are required to pay the fare when boarding a bus equipped with automated payment terminals.

* An integrated fare payment system will be introduced on the capital's public transport and suburban railway routes, including the "electric train - bus" and "electric train - metro" tariff plans.

**In tourism and culture:**

* Part of the costs of transportation, accommodation and meals of representatives of tour operators invited from foreign countries will be covered from the Tourism Support Fund. Also, up to 25 percent (but not more than 500 million soums) of the costs of local tour operators for information and explanatory activities abroad will be covered.

* Entities whose main activity is concert performances, cinematography, and the creation of content for children, non-state theaters and theater studios, as well as private educational organizations in the field of culture and art, will be exempt from VAT, profit tax, turnover tax, land tax, and property tax, and employees working in them will be exempt from personal income tax.

* The tariff coefficients for determining the salaries of artistic directors, ballet masters, tutors, and ballet artists of dance groups operating in theaters and concert and entertainment institutions financed from the budget will be increased by 2 times.

**In the social sphere:**

* A "family" work system will be introduced to involve children with special educational needs in education. In this case, a social worker will provide practical assistance to parents in obtaining educational and social services.

* Non-state schools that have established a correctional class will receive state subsidies for each student studying in this class.

* Applications from victims of human trafficking will be accepted through the hotline "1146". They will be provided with advice on social, psychological, legal and other issues.

* The practice of placing homeless persons in social centers without their consent based on a court decision will be abolished. They will be placed only with their consent, provided with temporary shelter, food and personal hygiene products.

* Employment of homeless persons will be ensured based on new rules.

* A legal representative who is engaged in the care of persons aged 18 and older with a diagnosis of "profound mental retardation" will be paid a monthly care allowance in the amount of the allowance for caring for a disabled child under 18 years of age who needs the care of others.

**In sports and infrastructure:**

* Employees of sports schools will be paid additional monthly bonuses to the basic salary for the development and selection of participants in mass sports events and for sports results.

* All infrastructure development projects commissioned by "Uzsuvtaminot" will be reflected in the information system for monitoring the implementation of programs.

**Other important changes:**

* On September 4-6, the XII World Conference of Youth Parliamentarians of the Inter-Parliamentary Union will be held in Samarkand.

* A special page will be launched in the electronic public procurement system for organizing outsourcing services.

* By September 17, a number of enterprises and organizations must prepare and place new samples of information panels on the harm of alcoholic beverages and tobacco products.
