"We cannot even send our children to school" - No solution is being found for the problem of 120 homeowners in Zangiata
In the Navruz neighborhood of the Zangiota district, hundreds of residents have been unable to legally register their homes for nearly 7 years. In 2019, their original homes were acquired for the construction of apartment buildings, compensation was provided, and land was allocated for building new houses. However, in the documents, the land is still recorded as irrigated agricultural land. This is causing difficulties with registration, enrolling children in school, and other matters.

According to residents of the Navruz massif, there are about 120 households in this area. Although most of them have been living at this address since 2019, they do not have the opportunity to obtain permanent registration.
"For so long, we have appealed to the khokimiyat, the prosecutor's office, the regional khokimiyat, and the ministry. We received reply letters from all of them, but there was no positive result. The khokim also only makes promises, but there is no result," says one of the applicants.
According to the citizens, this issue was raised several times during the time of the previous district khokim as well. Appeals were also made to the new leadership, but the problem has still not been resolved.
The applicants say that the cadastre authorities provided them with property ownership information and documents with QR codes. However, when trying to check this information in electronic systems, no results were found.
"According to the cadastre, the property ownership right has been issued. But if you check on the internet, it is not visible anywhere. No information comes up through the codes on the paper given to us. Even though there is a QR code, the paper in our hands is just waste," says another applicant.
The population emphasizes that this situation further increases distrust towards their documents.
"Everyone living in these five streets is now as if they are staying illegally. In fact, we were given a legal decision, land was allocated. But later they say, 'such a decision cannot be made for irrigated land.' This means this land was given to us due to the khokimiyat's mistake. Now there is a fear that anyone can sue, have the khokim's decision annulled, and have our houses demolished. This is exactly what we are afraid of. If someone who is unaware of this issue comes from above and sees our documents, they might say, 'you are living illegally,'" notes one of the applicants.
Those who cannot register at their address are facing problems in enrolling their children in school, using medical services, and other matters.
