The heads of government of Wales, Scotland, and Northern Ireland plan to sign an agreement demanding that the United Kingdom guarantee the possibility of holding referendums on independence.

The agreement is expected to be signed on September 14 in Cardiff, the capital of Wales. The event will be attended by representatives of the territories historically inhabited by Celtic peoples.

According to The Telegraph, the memorandum to be signed by the leaders of the three territories will cover four main areas: independence, energy, the economy, and cooperation with Europe.

In the agreement, the parties are expected to support the future membership of their territories in the European Union. This envisages Scotland and Wales joining the EU as new independent states, while Northern Ireland would return to the European Union as part of the Republic of Ireland.

The publication assesses this agreement as a new step against the political unity of the United Kingdom.

After the document is signed, the politicians of the three territories are expected to hold a joint press conference.

Earlier, US President Donald Trump said he "would love to see" Ireland unify with Northern Ireland, which is part of the United Kingdom. The corresponding statement was immediately met with objections from unionists (supporters of remaining within the UK) in the region.

These comments came two weeks after the UK's new Prime Minister, Andy Burnham, stated that a plan to hold a referendum on Northern Ireland leaving the United Kingdom was not on the agenda.
