Uzbekistan's customs regulations will undergo significant changes aimed at simplifying procedures for businesses and importers. According to a new decree, the country will introduce a number of innovations regarding customs declarations and document processing.
Starting June 1, 2027, minor discrepancies between the certificate of origin and other submitted documents that do not affect the characteristics of the goods will no longer be grounds for refusing to issue a certificate. For exported goods, an environmental certificate will be issued only at the exporter's discretion. The option of submitting transit declarations before the arrival of vehicles at the border customs post will also be introduced.
Furthermore, a simplified procedure for submitting preliminary cargo customs declarations will be launched. Authorized bodies will accept these declarations as applications for certificates and permits. For low-risk goods, such documents will be issued in advance. The final declaration will no longer require indicating the issued permits. Goods imported under a preliminary declaration will undergo an expedited release procedure at the border post, taking into account their risk level.
Starting January 1, 2027, a uniform customs duty rate of 20 percent of the goods' customs value, but no less than $2 per kilogram, will be established.
