Uzbekistan plans to allow convicts to order goods online.

In Uzbekistan, prisoners may be given the opportunity to order goods online.

Penal institutions in Uzbekistan are considering a proposal to allow inmates to purchase permitted goods online. This will be possible through information kiosks located inside the institutions, as well as through dedicated websites and mobile apps. Furthermore, monthly restrictions on the weight and quantity of goods purchased and stored are proposed for those serving sentences in penal colonies.

These changes are envisaged in a draft order of the Ministry of Internal Affairs, which has been published for public comment.

According to the document, both inmates and their relatives will be able to purchase permitted food and other items for inmates. Two methods are envisaged: the traditional method of delivering a parcel or items during a personal visit, or online ordering through an information kiosk, website, or mobile app. If the volume of ordered or delivered goods exceeds the established limit, the excess will not be confiscated but will be stored in the institution's warehouse, and a corresponding report will be drawn up.

For prisoners in penal colonies, it is proposed that weight and quantity restrictions on the purchase and storage of permitted foods and items be waived.

At the same time, the list of foods, items, and other goods that prisoners are permitted to purchase and keep is being updated. It includes 24 categories:

1. **Bread and flour products:** buns, flatbreads, crackers, pasta.

2. **Salted and smoked fish:** salmon, herring, mackerel, fish snacks.

3. **Butter, cheese, lard, and jizz:** lard and jizz are permitted only in their original packaging.

4. **Dry confectionery:** cookies, wafers, crackers, candies, chocolate, and traditional sweets.

5. Tea, coffee, and cocoa. 6. Vegetables, fruits, nuts, and dried fruits: including apples, pears, citrus fruits, almonds, cashews, pistachios, apricot kernels, pumpkin seeds, dried apricots, raisins, prunes, and dried figs.

7. Canned goods: fish, meat, vegetables, and fruits.

8. Condiments and sauces: mustard, ketchup, mayonnaise, adjika, and other permitted sauces.

9. Condensed milk and kurt. 10. Instant foods: instant noodles and dry soups.

11. Drinks and juices: drinking and mineral water, carbonated and vitamin drinks, nectars. 12. **Cured meats:** turkey sausage, classic semi-smoked sausage, salami, and other permitted types.

13. **Tobacco products:** cigarettes and naswar, as well as regular wooden matches.

14. **Office supplies:** paper, carbon paper, notepads and notebooks, envelopes, postage stamps, ballpoint pens, pencils, and erasers.

15. **Household Supplies:** Sponges, diapers, steel wool, broom, duct tape, trash cans and bags, shoe polish, hair clippers, mosquito net, washcloth with handle, fly swatter, soccer ball, plastic bucket, basin, dustpan and brush, table tennis racket, rubber gloves, rubber slippers, tape, paper cups, shopping bag, flower pots, shoe and clothes brushes.

16. **Personal Hygiene Products:** Toothpaste and toothbrushes, disposable razors, shaving foam, gel and cream, aftershave cream, shampoo and hair oil, natural henna, soap, liquid soap, shower gel, deodorants, face and hand creams, toilet paper, paper and wet wipes, feminine hygiene products, cotton swabs, soap dish, clothespins and hair clips, air freshener.

17. **Household Chemicals and Laundry Detergents:** Washing gels for whites and colors, detergents for black clothes, hand washing powders and detergents for delicate fabrics.

18. **Dish and Surface Cleaning Cloths, Microfiber Window Cloths, All-Purpose Cloths, Dishwashing Detergents, Cleaning Powders and Gels, Grease Removers, and All-Purpose Cleaners.

19. **Clothing, bed linen, towels, and footwear:** bath and face towels, underwear sets, warm leggings, bedding sets, socks, casual trousers, men's and women's shoes.

20. **Permitted Literature and Religious Attributes:** fiction and journalistic literature, newspapers and magazines, popular science and technical publications, religious literature, prayer rugs, and rosaries.

21. **Textbooks, Dictionaries, and Periodicals:** general and higher education textbooks, teaching aids, literature for studying foreign languages, dictionaries, popular science and technical publications, socio-political and other permitted magazines and newspapers.

22. **Board Games:** one set of chess, checkers, dominoes, and backgammon.

23. **Personal Correspondence, Photographs, and Photo Albums:** personal and official letters, personal photographs and photo albums.

24. **Scarves, handkerchiefs, belts, and sewing accessories:** Seasonal scarves, handkerchiefs, belts with soft closures only (without metal buckles), and sewing thread kits.

However, certain items will be subject to quantity, type, and packaging requirements. Compliance with these requirements will be monitored by the administration of penal institutions. Furthermore, in accordance with current sanitary, epidemiological, and hygienic standards, seasonal restrictions may be imposed on certain items from the permitted list for penal institutions and penal colonies.

The draft has been approved by the Prosecutor General's Office, the Supreme Court, the Ministry of Health, and the Ministry of Poverty Reduction and Employment. Discussion of the amendments will continue until September 3.
