Priority areas include eliminating the causes of offenses, minimizing human error, and digitalizing control procedures.

According to the press service, legislative initiatives developed by the Prosecutor General's Office have already been integrated into regulatory acts. These measures are intended to stimulate entrepreneurial activity and facilitate money laundering.

According to the agency, starting in 2025, businesses will be exempt from filing tax returns for payments for the use of land, property, subsoil, and water resources. These amounts will be calculated automatically through the interdepartmental integration of information systems. The press service explained that this will avoid administrative fines for late filing and reduce delays in budget revenues.

In the retail sector and markets where a significant share of unrecorded transactions remains, 306 retail outlets, 152 parking lots, and 263 impound lots have been digitized in a pilot program over the past two years. Electronic point-of-sale accounting and a revenue monitoring system have been implemented. By 2027, the launch of a unified digital platform, "E-bozor," is planned, with the project expanding geographically. This is expected to lead to increased budget revenues and strengthen consumer protection.

In response to new risks arising from the development of the digital economy, the Prosecutor General's Office launched the "Shadow Economy Map" analytical system. This system operates using machine learning algorithms, combining data from 16 ministries and agencies in real time. It analyzes approximately 100 indicators across 85 industries, 14 regions, and 208 districts.

Risks on the map are classified into three levels: green, yellow, and red. The press service reported that the system automatically identifies signs of concealed turnover, unlicensed operations, and underreporting of profitability and income. This allows for the early detection of shady schemes, targeted inspections, and the prevention of unjustified interference in the activities of bona fide entrepreneurs.
