The Cabinet of Ministers has defined the mechanism for identifying the needs of victims of human trafficking and providing them with social assistance. Services can be requested through "Inson" centers, specialized institutions, or the hotline – 1146.

By Resolution of the Cabinet of Ministers No. 539 dated 06.10.2026, measures to introduce a system of social services for victims of human trafficking have been approved. The document was adopted in execution of the Presidential Decree No. UP-146 dated 03.08.2026.
The Republican Rehabilitation Center for Assistance to Victims of Human Trafficking will operate under the National Agency for Social Protection. Its staff size will consist of 11 employees, and their remuneration conditions will be equated to the remuneration conditions of employees of the Agency's territorial divisions.
According to the approved administrative regulations, social services can be obtained within one month after a person is recognized as a presumed victim of human trafficking and within one year after being officially recognized as a victim.
Assistance can be requested directly at "Inson" centers and specialized institutions, through a social worker at the place of residence, or via the short hotline number of the National Agency for Social Protection — 1146. If necessary and with the applicant's consent, information can be forwarded to the internal affairs bodies or emergency medical services.
Following the application, an initial identification and assessment of the person's needs are conducted. The "Inson" center assesses the socio-economic situation of the victim and their family members within one working day through the "Single National Social Protection" information system.
Depending on the identified needs, urgent medical, psychological, and legal assistance is provided, along with support in processing or restoring documents, vocational training, and employment. In addition, "Inson" centers help in obtaining services that they do not directly provide.
A separate procedure has been established for citizens of Uzbekistan, foreigners, and stateless persons who do not possess identity documents. Until these are processed, such individuals may also be provided with medical, psychological, and legal assistance, as well as support in restoring documents and vocational training.
The National Agency for Social Protection, the Ministry of Digital Technologies, and the Ministry of Internal Affairs have been instructed to improve the "Single National Social Protection" information system by November 1 and, if necessary, integrate it with other state information systems.
The Ministry of Internal Affairs will also ensure continuous accompaniment and monitoring of human trafficking victims upon their arrival at specialized institutions.
The document has been published in the National Database of Legislation in the state language and entered into force on 07.
