The management system of the fuel and energy sector is being reformed
By presidential decree, new principles for the development of the energy sector have been established, including strengthening market mechanisms, developing competition, and attracting investments. It is planned to develop a concept for the sustainable supply of energy resources to consumers until 2050 by the end of 2026.
The fuel and energy sector management system is being updated
The President signed Decree No. UP-202 dated 22.09.2026 "On measures for further development of the fuel and energy sector."
The document defines the following main objectives:
• strengthening the country's energy security and ensuring the stability of the sector;
• forming a result-oriented management system in the energy sector;
• establishing relations between the public and private sectors based on the principle of "strategy – regulation – control – execution";
• increasing investment attractiveness and transparency, as well as creating a fair competitive environment;
• introducing a modern ecosystem by developing competition in the energy sector and creating equal rights and conditions for all.
The Ministry of Energy will abolish the issuance of individual permits for contractual, service, and other economic relations to energy enterprises and consumers.
In accordance with the Decree, new tasks have been assigned to the responsible organizations:
• to the Energy Market Development and Regulation Agency (regulatory body) – gradual formation and regulation of market principles in the field of natural and liquefied gas, as well as electricity supply;
• to the Inspectorates for Control over the Use of Electricity, Petroleum Products, and Gas – operating on the basis of a preventive control model;
• to fuel and energy producing enterprises – activities related to the extraction, production, processing, transportation, storage, transmission, distribution, supply, and sale of fuel and energy resources within their jurisdiction.
The Decree defined the following areas:
• main directions of activity of the Ministry of Energy;
• new directions of activity of the Energy Market Development and Regulation Agency;
• additional directions of activity of the Inspectorate for Control over the Use of Electricity, Petroleum Products, and Gas.
By the end of 2026, it is planned to submit a draft concept for the sustainable supply of energy resources to consumers until 2050.
The plan for developing the supply of fuel and energy resources to the republic's consumers will be developed in accordance with the approved scheme. Three-year forecasts of demand for fuel and energy resources by sectors and regions will be prepared annually.
In addition, the development of plans for high-quality investment projects in the energy sector and the preparation of tender documentation packages for them will also be carried out in accordance with the new scheme.
The investment plan will reflect the main technical and economic indicators of each project, the principles of project implementation and sources of financing, the required land area, as well as infrastructure characteristics.
At the same time, from July 1, 2027, a unified digital platform of the Interagency Tariff Commission in the energy sector will be introduced in order to ensure transparency, efficiency, and effectiveness of the activities of the Interagency Tariff Commission under the Cabinet of Ministers.
The document was published in the National Database of Legislative Data and entered into force on 24.09.2026.
