“The healer themselves is sick”: Enforcement proceedings initiated against the Bureau of Compulsory Enforcement of Fergana Region
The state executor of the Margilan City Department of the Bureau of Compulsory Enforcement (MIB) has initiated enforcement proceedings against the Fergana Regional Administration of the Bureau. By court decision, wages for forced absenteeism and compensation in the amount of 642 million soums must be recovered from the administration in favor of a citizen.

An unusual situation related to the activities of the MIB (Bureau of Compulsory Enforcement) has occurred in Fergana: a state executor of the Fergana city department of the bureau initiated enforcement proceedings against the regional administration.
According to the ruling of the Fergana Inter-District Civil Court, this case is related to the illegal dismissal of an inspector of the MIB Fergana Regional Administration.
The plaintiff, Asqar Yusupov, had been working as an inspector of the MIB Fergana Regional Administration since December 4, 2020. He was dismissed from his post by the order of the Bureau Director dated July 8, 2024. Subsequently, he was discharged from service by the administration's order dated July 17, 2024.
Asqar Yusupov was reinstated to his post by the decision of the inspection instance of the Civil Judicial Panel of the Fergana Regional Court dated December 3, 2025. It was ordered to recover 217 million soums in wages and 15 million soums in moral damages from the administration in his favor. By the decision of the inspection instance of the Civil Judicial Panel of the Supreme Court dated February 24, 2026, the wage amount was adjusted to 215 million soums.
The plaintiff stated that although he has now been reinstated to service, he has been provided with neither a position nor wages. For this reason, he requested the satisfaction of the claim, as well as the recovery of wages for forced absence and compensation for delayed wage payments.
By the decision of the Fergana Inter-District Civil Court dated July 20, 2026, it was ordered to recover 78 million soums in wages for forced absence and 564.4 million soums in compensation from the debtor, the MIB Fergana Regional Administration, in favor of the plaintiff Asqar Yusupov.
On September 10, 2026, a state executor of the MIB Fergana city department initiated enforcement proceedings against the MIB Fergana Regional Administration to recover this debt. According to the procedure, the administration was given a 15-day period to voluntarily comply with the enforcement requirements.
However, the administration has not yet complied with the enforcement requirements. If the debt is not settled within the specified period, the state executor will have to apply enforcement measures against their own leadership.
