Subsidies for hotel construction to continue until 2029

By a decree signed by the President of the Republic of Uzbekistan on August 27, the validity periods of a number of benefits for entrepreneurs were extended.
According to the decree, the period of subsidies for the construction of three-, four- and five-star hotels was extended until January 1, 2029. Also, the period of application of a coefficient of 0.1 to property and land tax rates for hotels and other accommodation facilities was extended until January 1, 2030.
On August 18, 2026, during an open dialogue with entrepreneurs, the Head of State announced that the period of granting subsidies for the construction of three-, four- and five-star hotels would be extended for another two years.
The decree also extended the period of exemption from customs duties for imported buses, electric buses and minibuses for tourism entities until January 1, 2028.
From January 1, 2027, the following changes will come into force:
* A zero VAT rate will be applied to services provided by tour operators who are residents of Uzbekistan to foreign tourists.
* A conclusion from foreign companies is not required to confirm the category of a star hotel in order to receive a subsidy.
In addition, this decree established that payments for goods and services worth more than 400 times the MNT can be made only through bank cards or electronic payment systems. Previously, this amount was set at 25 million soums.
According to the resolution, starting from November 1, prepayment for electricity and gas for entrepreneurs will be reduced by 15 percent, the “Second Chance” economic amnesty will be announced for entrepreneurs, a warning rule will be introduced for the first mistake when applying financial penalties to entrepreneurs, and a 3-year moratorium on inspections of small business entities will be introduced.
The document notes that these measures were taken to implement proposals and initiatives aimed at solving systemic problems raised in about 14,000 appeals received during the President's traditional annual open dialogue with entrepreneurs and meetings held within the framework of its organization.
