"Samarkand Vision 2040" achieves official UN General Assembly document status
The final document of the 5th Samarkand Human Rights Forum, held in Uzbekistan on September 28–29, 2026, titled "Samarkand Vision 2040: Global Cooperation for Human Dignity, Equality and Sustainable Development," has been adopted as an official document of the 81st session of the UN General Assembly (A/81/444). The text is available in all six official UN languages.
The document includes a preamble, six sections, and 24 paragraphs, and is accompanied by a "Roadmap" for its implementation. The preamble specifically highlights the significance of such milestones as the 60th anniversary of the International Covenant on Economic, Social and Cultural Rights and the International Covenant on Civil and Political Rights, the 40th anniversary of the Declaration on the Right to Development, and the 20th anniversary of the Convention on the Rights of Persons with Disabilities.
The text contains references to the 1993 Vienna Declaration and Programme of Action, the 2030 Agenda for Sustainable Development, and the 2024 Pact for the Future.
The document sets out six guiding principles and calls for action in nine priority areas. These include the implementation of international treaties at the national level, the right to development and social justice, building an inclusive society, demographic shifts and intergenerational solidarity, women's rights and climate justice, the digital environment and artificial intelligence, environmental protection and climate change, the prevention of statelessness, as well as issues of peace, security, and international humanitarian law.
In particular, the document contains a call to achieve a significant reduction in statelessness cases by 2040 and to pay special attention to the environmental and social impacts of the Aral Sea crisis. Furthermore, participants welcomed the preparation of the first Regional Action Plan for the implementation of the Women, Peace and Security agenda in Central Asia.
The document also welcomes the decision on Uzbekistan's chairmanship of the Non-Aligned Movement in 2027–2029 and the hosting of the 16th UN Congress on Crime Prevention and Criminal Justice in the republic in 2031.
Participants of the 5th Samarkand Human Rights Forum supported the initiative of the UN High Commissioner for Human Rights to establish a "Global Human Rights Alliance."
Additionally, participants proposed transforming the Samarkand Forum into a permanent platform for international dialogue and creating a Samarkand Digital Cooperation Platform for the implementation of the International Covenants.
The roadmap attached to the document contains 8 actions and is indicative and voluntary in nature. In accordance with it, a system of indicators for priority areas will be developed in 2027, along with consultations on the concept of the digital platform.
Furthermore, the inclusion of the document's provisions into national strategies and action programs is scheduled for 2027–2030, the first voluntary progress review is set for 2028, and an analysis of the document's alignment with the Sustainable Development Goals will take place in 2030.
In 2036, to mark the 70th anniversary of the International Covenants, the 50th anniversary of the Declaration on the Right to Development, and the 30th anniversary of the Convention on the Rights of Persons with Disabilities, a anniversary review will be conducted, followed by a final voluntary review in 2040.
The National Center of the Republic of Uzbekistan for Human Rights has been designated as the implementing body for several actions outlined in the final document.
