Active preparations are underway for the V Samarkand Human Rights Forum
On September 28–29 of this year, Tashkent and Samarkand will host the V Samarkand Human Rights Forum — an authoritative international platform for expert dialogue on topical issues of human rights protection and promotion, sustainable development, and international cooperation.
The theme of the V Samarkand Forum is "60 Years of the International Covenants on Human Rights and 40 Years of the Declaration on the Right to Development: Global Partnership for Dignity, Equality, and Sustainable Development."
Currently, active preparations for the forum are underway in Uzbekistan. Representatives of international organizations, government bodies, national human rights institutions, leading experts, scientists, and civil society representatives from various countries around the world are expected to participate in its work.
Over the past decade, on the initiative of President Shavkat Mirziyoyev, holding the international Samarkand forums dedicated to the most pressing issues in the field of human rights has become a fine tradition in New Uzbekistan.
Samarkand is consistently strengthening its position as a platform for open and constructive international dialogue. Of particular significance in this context is the "Samarkand Spirit," first outlined within the framework of the Asian Human Rights Forum held in Uzbekistan in 2018.
In the addresses and speeches of the head of state, it has been repeatedly emphasized that the "Samarkand Spirit" contributes to fostering an atmosphere of mutual trust, equal partnership, and the search for joint solutions to global challenges in the field of human rights.
The V Samarkand Forum is timed to coincide with important anniversary dates in the history of the international human rights protection system.
The year 2026 marks the 60th anniversary of the adoption of two fundamental United Nations documents — the International Covenant on Civil and Political Rights and the International Covenant on Economic, Social and Cultural Rights, adopted by the UN General Assembly on December 16, 1966.
In addition, this year marks the 40th anniversary of the adoption of the UN Declaration on the Right to Development, which enshrined the right of individuals and peoples to participate in, contribute to, and enjoy economic, social, cultural, and political development.
The V Samarkand Forum is being held as part of the implementation of the Decree of the President of the Republic of Uzbekistan dated February 16, 2026, "On reform programs in priority areas and the State Program for the implementation of the 'Uzbekistan – 2030' Strategy" in the "Year of Development of Mahalla and the Whole Society."
The main idea of the forum is to strengthen global partnership for human dignity, equality, and sustainable development.
Holding the V Samarkand Forum in the year of landmark anniversary dates confirms Uzbekistan's consistent commitment to international human rights standards and its desire to make a constructive contribution to the development of the global human rights dialogue.
