Russia Doubles the List of Violations for Which Migrants Can Be Deported from the Country

As of November 3, 2026, new rules for the deportation of foreign citizens came into effect in Russia. Now, not only migration violations, but also petty hooliganism, participation in illegal rallies, and other offenses can serve as grounds for deportation. The number of grounds has increased from 22 to 45.

In particular, foreign citizens may face deportation for violations such as petty hooliganism; displaying banned symbols; calls to violate the territorial integrity of Russia; participation in the activities of undesirable organizations; discrediting the Armed Forces of the Russian Federation; violation of the rules for holding public events; calls for the imposition of sanctions against Russia; failure to obey the lawful demands of a police officer or military personnel; violation of the state border; discrimination and abuse of freedom of mass media.

The decision on administrative deportation is made by a court. When considering a case, the circumstances of the offense and other important factors are taken into account.

After the decision is issued, the foreigner is obliged to leave the territory of Russia. Depending on the situation, deportation is carried out either voluntarily under supervision or forcibly.

For a number of particularly serious violations, specifically those related to calls for terrorism and extremism, mandatory forced deportation is provided.

Separately, during the discussion of the law, the issue of foreigners who have children with Russian citizenship was raised.

The Ministry of Internal Affairs clarified that no special exceptions for such cases are provided in the new law. At the same time, each case is considered individually, taking into account the specific circumstances. However, having children with Russian citizenship does not in itself guarantee exemption from deportation.

The changes affected not only the grounds for deportation, but also the amounts of administrative fines for violations of migration rules.

According to data presented in the State Duma, now: for violating the rules of entry and stay, the fine starts from 4 thousand rubles; for a repeated violation — from 7 thousand rubles; for illegal work activity — from 4 thousand rubles; for a repeated violation of work activity rules — from 7 thousand rubles.

The authorities explain the changes by the need to strengthen control over compliance with the law by foreign citizens and to ensure public safety.

According to data, over the past year and a half, the number of deportations of migrants who committed various violations has increased 2.6 times.

In 2025, 72 thousand foreign citizens were deported from Russia.
