Russia and Syria reach new agreement on military bases
Russia and Syria have reached a new agreement on military bases. Damascus and Moscow have signed a memorandum on the reorganization of Russia's military presence in Syria. SANA reported this, citing the Syrian Foreign Ministry.
According to the agreement, commercial facilities at Hmeimim airport and the port of Tartus will be transferred to Syrian civilian administration, while Russian military facilities will be transformed into joint Syrian-Russian training centers.
According to the Syrian Foreign Ministry, Damascus will transfer Hmeimim airport and the 4th merchant ship port in the port of Tartus to civilian administration. Later, these facilities are planned to be gradually integrated into the country's civilian infrastructure.
The parties also agreed to reconsider the role of facilities currently used for military purposes. Russian military bases will be transformed into joint Syrian-Russian training centers, taking into account the interests of both countries.
The new agreements will enter into force after a transition period of no more than three months. The Syrian Foreign Ministry said the agreement was the culmination of a year and a half of negotiations between Damascus and Moscow.
Russian officials have not yet commented on the information.
**Russia's main military facilities in Syria**
Russia currently controls the Hmeymim air base in Syria's Latakia province and the Russian naval logistics point in Tartus.
The overthrow of the regime of Bashar al-Assad, Russia's main ally, has thrown into question the fate of Moscow's cooperation with the new Syrian government.
In January 2025, the Syrian government canceled an agreement with a Russian company to manage the port of Tartus. The port is home to a Russian naval base.
In October 2025, Syrian President Ahmed al-Shara'a visited Moscow and met with Russian President Vladimir Putin. During the meeting, he stated that the new Syrian government would respect all agreements previously signed with Russia.
