In addition, citizens have been given the opportunity to obtain information about all their bank accounts from any bank and to use an international biometric passport when opening an account.

Rules regarding bank accounts have changed: what are the novelties for entrepreneurs and citizens?

According to information provided by the Ministry of Justice, relevant amendments and additions have been made to the instructions on the procedure for opening, maintaining, and closing bank accounts. The departmental document was state-registered on October 20, 2026, under number 3420-3.

Under the new procedure, if financial rehabilitation (sanction), external management, or liquidation proceedings are applied against an entrepreneur, a special account is opened at the bank to manage their funds.

At the same time, debit transactions on the entrepreneur's primary and secondary accounts are suspended. The available funds in them, as well as monies subsequently received, are transferred to the special account.

Enforcement payment documents placed on the primary and secondary accounts, including collection orders and decisions on freezing accounts, are returned unexecuted to the organizations and authorities that issued them.

Funds in the special account, however, are used solely on the basis of a payment order from the client or the court-appointed manager. The Ministry of Justice emphasized that these measures will serve to restore the activities of entrepreneurs facing difficult financial situations.

The amendments also provide a number of conveniences for citizens. Now they can obtain information about all their bank accounts from any bank. Previously, such information was provided only by the bank where the primary account was opened.

Furthermore, when opening bank accounts, the opportunity to use a biometric passport for travel abroad as an identity document has been created.
