Retirement age to be raised in Uzbekistan: draft bill submitted for discussion
Starting from January 1, 2028, it is planned to gradually increase the retirement age by 3 months every year, reaching 63 years for men and 58 years for women by 2039.
A draft Presidential decree on this matter has been released for public discussion.
Additionally, in accordance with the draft decree, starting from January 1, 2027:
- the five-year salary period during the last employment activity taken into account when calculating pensions will be extended by one year annually, reaching a twenty-year salary period. In this process, when determining the average salary for pension calculation, a procedure will be introduced to exclude 10 percent of the citizen's lowest-income period from the pension calculation;
- the minimum of 7 years of work experience required for the assignment of an old-age pension will be gradually increased by one year annually, reaching 15 years by 2034. At the same time, citizens who do not have the minimum work experience will retain the right to receive an old-age allowance five years after the generally established retirement age;
- starting from April 1, 2028, when assigning a pension for the first time, the upper limit of the salary will be increased from 12 times to 13 times the base amount of pension calculation.
At the same time:
— those who become unemployed will retain the right to retire 2 years early;
— starting from 2030, accumulated pension funds can be used for medical treatment or a mortgage down payment.
