Residents of Navoi and Chirchik to declare income and expenses as part of an experiment

An experiment on declaring the annual income and expenses of adult residents of Navoi and Chirchik, as well as tax authority employees, is launching in Uzbekistan. The corresponding procedure was approved by Cabinet of Ministers Resolution No. 574 of October 19.

According to the document, participants will have to submit declarations for 2026 and 2027 via the electronic tax services portal or the Soliq mobile application. The deadline for submitting information for 2026 is set for April 1, 2027, and for 2027 — until April 1, 2028.

In Navoi and Chirchik, the experiment will affect adult citizens registered at their place of permanent residence. The requirements will not apply to those who lived at their place of registration or worked in tax authorities for less than six months in the relevant reporting year.

Declarations will need to specify salaries, income from property, material benefits, and other receipts provided for by the Tax Code. Information available through the "Electronic Government" system will be loaded automatically.

Participants' expenses will be formed based on data from state bodies, electronic invoices, and fiscal receipts registered in Soliq. The list will include purchases of real estate, cars, jewelry, works of art, securities, and shares in companies, as well as payments for taxes, utilities, and loans.

Before submitting the declaration, participants will need to check the entered information, correct it if necessary, and confirm the document using the provided identification method. If errors are found, an amended declaration can be submitted. Tax authorities must remind about the approaching submission deadline at least one month in advance.

As stated in the resolution, following the results of the experiment, no additional taxes on the adjusted tax base will be assessed, and no legal enforcement measures should be applied. An exception is provided for income specified in Article 393 of the Tax Code. The received information must remain confidential.

By May 1, 2028, the Tax Committee must submit the results of the experiment and proposals for the possible expansion of this practice to the entire country to the government.
