**Renovation in Tashkent. What will owners of old houses in the Mirabad district receive? Video**

In the Mirabad district of Tashkent, an area of 12.5 hectares with 58 residential buildings constructed in the 1950s is planned to be renovated. Owners are being offered apartments in new developments, with floor areas up to 20% larger than their current ones. However, not all residents agree to the relocation terms. A Podrobno.uz correspondent learned about the housing options offered, how old apartments are appraised, and what happens if an owner rejects the offered conditions during a press tour of the renovation area in Mirabad district and new residential complexes in Sergeli district on October 28.

### What will be built in place of the old houses?

The renovation project covers about 12.5 hectares in the A. Fitrat mahalla, known as "Bulgarian Gardens." There are 58 residential buildings constructed in the 1950s on this territory. In total, they contain 549 apartments and dormitories. The project also includes some non-residential properties.

According to representatives of "Tashkent Invest," explanatory work has been conducted with property owners, and individual negotiations regarding relocation conditions have begun. To date, 30 people have given their consent and signed notarized agreements. Negotiations with the remaining owners are ongoing.

Project representatives associate the need to redevelop the area, among other things, with the condition of the old housing stock. According to them, residents point to worn-out wiring and pipes, sewerage problems, and the state of the roofs. At the same time, authorized organizations must evaluate the technical condition of the buildings and determine their suitability for living.

After renovation, new residential buildings, social facilities, and green zones are planned for this territory. Among the options being considered are the reconstruction and expansion of the existing school, the creation of parks, as well as the construction of business centers and other facilities.

The final construction plan has not yet been approved. Several master plan options are currently being prepared, so the exact number of new apartments and potential changes in population size are not yet determined.

### On what terms is relocation offered?

Owners are offered the choice of apartments in new residential complexes, including those in the Sergeli district. Among the options named are Savr Avenue, Tower Up, Avia Palace, and Furqat Residence. According to representatives of "Tashkent Invest," some of the new buildings are located about a kilometer from the former place of residence, while others are farther away.

The area of the new housing can be up to 20% larger than the old one. If an owner wants an apartment with an even larger area, they will have to pay extra for the additional square meters. A bank loan option is provided for this purpose. In some cases, as project representatives explained, it can be obtained without a down payment.

There are no plans to relocate residents until the construction of the new houses is completed. According to the stated terms, a tripartite agreement is signed: the owner continues to live in their old apartment, and once the new housing is ready, they move there and only then hand over the old apartment.

Thus, residents do not need to look for temporary housing on their own during the construction period. At the same time, specific deadlines for handing over the apartments and the obligations of the parties must be fixed in the agreement.

### How is old housing appraised?

One of the main questions for owners is the value of the apartments they will hand over as part of the renovation.

According to Nuriddin Mukhiddinov, head of the appraisal organization "Midland Consulting," the market value of real estate is calculated taking into account the condition of the apartment, floor, location, and renovations. The company is participating in the program after winning a tender.

At the same time, the appraiser determines the value of the old housing, while the further conditions of relocation and the provision of a new apartment fall under the competence of "Tashkent Invest."

During the press tour, journalists were not shown specific calculations that would allow comparing the value of a specific old apartment with the price of the housing offered in return. Therefore, it is possible to assess how equivalent the conditions are in each individual case only on the basis of documents and calculations for specific real estate.

### Why do not all residents agree to move?

Dilfuza Raufova is one of the residents dissatisfied with the proposed options. The area of her current apartment is 50.3 square meters. The woman said that she looked at the new apartments but remained dissatisfied with their layout and construction quality.

"I looked at the new apartments, but I didn't like them. The rooms are small, and some have no windows. Neither the layout nor the quality of construction suited me," she said.

Raufova emphasized that she has lived in her current apartment for many years, raised her children there, and held family celebrations. Now she lives with her daughter-in-law and grandchildren.

The woman wants to receive monetary compensation and buy housing on her own in a convenient district of Tashkent.

During the press tour, a representative of the hokimiyat suggested that Dilfuza Raufova take one of the new apartments, sell it, and use the proceeds to purchase housing in a district convenient for her. The woman herself insists on monetary compensation because she does not want to move from the Mirabad district to the Sergeli district.

At the same time, according to representatives of "Tashkent Invest," owners can indeed choose monetary compensation instead of a new apartment. Its amount is determined by an independent appraisal organization, taking into account the market value of the previous housing, its condition, floor, location, and renovations.

### How will the territory be developed?

After the relocation of residents and the clearing of old buildings, the land plots are planned to be put up for auction to be transferred to private investors, "Tashkent Invest" representatives reported.

Development must comply with the approved master plan, so investors will not be able to independently change its parameters.

The final scope of the project has not yet been determined. The number of new apartments and the location of social facilities will become known after the master plan is approved. Meanwhile, negotiations with owners who have not yet agreed to relocation terms continue.
