Putin's claims and a super typhoon hitting Taiwan – daily digest

Putin: "This is Russia's historic territory"

Russian President Vladimir Putin gave an interview to state television following his meeting with Steve Witkoff. He confirmed that he is "ready to restore tripartite relations."

"The goal will be to discuss ensuring the security of Ukraine and Russia after peace agreements are reached. This refers to a final version of the agreements, not a short-term cessation of hostilities," Putin said.

Putin also called the Ukrainian leadership's talk of losing territory inappropriate. "This is not their territory. Historically, this is Russian territory," he said. According to Putin, the population of four regions of Ukraine voted to join Russia in the 2022 referendums. Most of the international community has not recognized these referendums.

At the same time, Putin also stated that there is a possibility for an agreement. "Fine, someone wants to think differently, perceive it differently... But everything can be agreed upon," he said.

Putin again emphasized that Russia cannot be defeated on the battlefield and that they will achieve all their goals in the war. According to the Russian leader, there are 500,000 deserters in the Ukrainian army, and they are being thrown to the front line.

According to Putin, the leadership of European countries is conducting a campaign against Russia and constantly talking about preparing for a conflict with it. However, "Russia is not preparing for any war with Europe."

In the negotiations so far, Moscow has been demanding that Ukraine fully hand over the Donbas. Kyiv, on the other hand, refuses to give up the lands under its control. Moscow is also demanding limits on the size of the Ukrainian army and a permanent ban on its joining military alliances. Kyiv considers these conditions as demands for capitulation.

According to sources close to the Kremlin, there is a scenario among the proposals made by the US representative to Putin. According to it, Ukraine gives the Donbas to Russia and in return receives guarantees from NATO for its future security. This information has not been officially confirmed.

On the front lines, the parties are not stopping their mutual attacks.

On October 23, schools, government offices, and financial markets were closed in almost all regions of Taiwan due to the approach of Typhoon "Champi," which is bringing strong winds and torrential rains.
