Nothing can be hidden: AI to search for financial problems of Uzbekistan's state-owned enterprises

15 financial metrics, 12 risk indicators, and an AI assistant will make it possible to conduct in-depth analyses of state-owned enterprises and prioritize reforms.

The Ministry of Economy and Finance of Uzbekistan presented the UZSOE Intelligence Platform, created to identify financial vulnerabilities of state-owned enterprises, assess fiscal risks, and provide rationale for reform measures.

The platform was developed jointly by the ministry and the British organization Algorithmic Governance Foundation (AGF), operating at the University of Oxford. The project was funded by AGF's own resources, the department's news service reports.

Information about state-owned enterprises is contained in various formats — in financial statements, registries, audit reports, and other sources. UZSOE combines these data and helps solve an important task for the ministry: determining which enterprises require deeper study, what evidence confirms the need for such an analysis, and which measures should be considered first.

The platform's financial analysis mechanism combines 15 metrics and 12 predefined risk indicators. Based on the available data, profitability, liquidity, debt load, and the reliance of enterprises on state support are evaluated.

To detect deteriorating financial conditions, data on changes in metrics over several years are used, as well as the results of comparisons with similar enterprises. The International Monetary Fund's approach to assessing fiscal risks of state-owned enterprises was applied when creating this mechanism.

The AI assistant allows for cross-referencing financial results with information from reports and other documents, preparing brief analytical summaries, and generating recommendations for individual enterprises. Users can ask the system questions in the Uzbek language, examine the activities of specific companies, and compare groups of enterprises. In the first stage, the main focus is on energy and transport, including railway enterprises.
