Starting from September 1, it has been made mandatory for users of buses operating on a gross contract basis in Tashkent to pay the fare immediately upon boarding the bus.

The state institution "Monitoring and Control of Tashkent City Passenger Transport" commented on this procedure to "Gazeta". Until now, it was possible to pay for an electronic ticket until the end of the trip, that is, before getting off the bus.

According to the resolution of the Cabinet of Ministers of June 3, 2026, a passenger pays the fare when boarding a bus equipped with validators by using a transport card, bank card, smartphone and other contactless electronic payment methods (NFC, QR, Biometric, BLE, UWB) or a social/transport card by touching it to the validator.

If the fare is not paid (confirmed) when boarding the bus using the methods provided for in this paragraph, it is considered that the person is riding the bus without a ticket.

The management of the institution recalled that this procedure existed before, and the Cabinet of Ministers Resolution No. 482 of November 4, 2003 stipulated that a passenger who has a travel card or other document confirming the right to ride the bus must present it when boarding the bus.

However, until now, the possibility of controlling this was limited, and now the monitoring activities of controllers are expanding, the explanation says.

It is noted that through this system, passenger flow on routes is accurately analyzed at each stop and time slot. This will make it possible to plan and develop the work of routes. Also, various misunderstandings and disputes between passengers and controllers regarding the payment of fares will be prevented, the institution's management explained.

When buses in the capital stop at a bus stop, all doors will open to let passengers off and pick them up.

In this case, passengers should not forget to touch their card to the validator when boarding the bus. Starting in September, controllers monitoring the payment of fares may also require passengers to show their fare receipts in the bus interior. Until now, they had the right to check only passengers who got off the bus at stops.

If, during the inspection of the controller on the bus, the passenger cannot confirm that he has made the payment, this will be the basis for drawing up a report on an administrative offense against him. According to Part 5 of Article 144 of the Code of Administrative Responsibility, the fine in this case is equal to one tenth of the MCC (44 thousand soums from September 1).

Raids against ticketless passengers have been intensified since March 14, 2025.

Over the past 7 months of 2026, a total of 82,055 administrative reports were issued against ticketless passengers, and a total of 104,557 decisions were issued to impose fines. Based on these decisions, a total of 2.038 billion soums in fines were collected from offenders.

According to the analysis, 76,371 or 93 percent of administrative reports were issued against passengers aged 16-30. Of these:

* 57,850 or 70.5 percent are in the 18-30 age group, with the majority of offenders being students.

* 18,521 or 22.6 percent are in the 16-17 age group.

It was also added that a proposal was made to increase the fine for failing to pay a bus fare and traveling without a ticket to half the amount of the fine - 220,000 soums.
